Por que a governança mundial do meio ambiente caminha tão lentamente?

Se acreditarmos nos jornais, a tomada de consciência sobre os problemas ambientais globais é muito forte. Como, então, nessas condições, a governança mundial do meio ambiente tem permanecido tão fraca? Fraca não me parece exagero: lá se vão vinte anos desde a primeira Cúpula da Terra. Com grande unanimidade, todos disseram: “é preciso que as sociedades do mundo tomem um novo rumo, estamos num impasse”. (...)
