The Union of South American Nations, the Charter of Human Responsibility and Governance in South America

To create a Union of South American Nations Constitution from the proposals submitted by civil society, associating the Charter.

The proposal was presented at the FSM 2005 (World Social Forum) and subsequently registered within the “Mural of Proposals”.

ON December 8, 2004, in Cuzco, Peru, the Union of South American Nations officially created a form of governance that was inspired by the European Union, which in turn is counting on the support of most of the countries of the continent. Although it was depreciated by three world leaders - Argentina, Uruguay, and Paraguay chose not to attend the celebration - the Union of South American Nations may still become significant for the promotion of the continent’s integration and to solve arising conflicts in this part of the world.

For those who are involved in disclosing the Charter of Human Responsibility, which is built on the framework of the Alliance for a Responsible, Plural, and Solidary World, the fact holds particular meaning. In this working program, our goal is to gain the world’s recognition of the Letter as the third base of a supporting tripod for new forms of world governance, which are aligned side by side with the Letter of the United Nations Charter and the Universal Declaration of Human Rights.

Since the 3rd FSM (World Social Forum), efforts have been made in this sense worldwide. Meetings have been convened and conducted with several sectors of civil society throughout the world – teachers, women’s groups, native populations, intellectuals, artists, students, and reporters – these have enabled a deeper understanding of the concept of human responsibility and for the Charter to be adjusted to all of the different cultures and groups.

All of those actions have led to the stimulation of the mobilization of the civil societies of specific countries to push for action by the members of the Committee that are in charge of disclosing the Charter. The autonomous actions of civil society may be the key for presenting new forms of governance, which are consistent with contemporary interdependencies.

Therefore, South America is now going through a moment of particular significance in light of the formation of the Union of South American Nations. Distinct national societies of the region will now have the opportunity to contribute, in a decisive way, to the construction of that new form of governance, in turn offering the Letter as an ethical basis to be embraced by their respective governments.

We hereby concretely propose the development of actions for :

1. Being fully informed regarding governmental agendas in South America concerning the establishment of the Union ;

2. Promoting the disclosure of these agendas in local societies via the press, virtual networks, community radio stations, and meetings involving schools, universities, community associations, syndicates, NGOs, etc. ;

3. The thesis and principals of the Carter of Responsibility should be seen as a conceptual and ethical reference, in turn creating proposals that express the aspirations of the various sectors of local societies regarding the characteristics, objectives, and strategies that should be undertaken by the Union of South American Nations.

Our purpose is to create a Union of South American Nations Constitution starting from the proposals submitted by civil society. Therefore, associating the disclosure of the Charter to a concretely involved action by the different national societies towards the creation of a new form of governance, which shall bestow substantial significance for this region, and shall produce a convergence of effort that may lead to exemplary results that contribute to world governance, in which the Letter of Human Responsibility will be designated its main instrument.
